Tunnel project bids sought. Bid our money good bye.

Shucks. I don't like this project.
Tunnel project bids sought PittsburghLIVE.com The Port Authority of Allegheny County will seek bids from contractors to build twin rail tunnels from Downtown to the North Side even though federal money to help pay for the $363 million project has not yet been approved.
Approval for a $217 million federal grant is close and could follow a 60-day congressional review of the project that started Monday. The rest of the money would come from state and local governments.
The Federal Transit Administration, or FTA, will not sign a grant agreement until Congress determines there are no outstanding matters that should delay construction of the tunnels under the Allegheny River.

To the victors go the spoils, I guess.
