Rats! KDKA: City Council Authorizes Money For Rat Control: "Pittsburgh City Council has transferred $30,000 from the city's police budget to pay a private contractor to fight rats in the city.
But Mayor Tom Murphy says his administration won't spend the money because a state oversight board says the money shouldn't be used to hire an outside contractor.
