Pittsburgh's Port Authority says it will have a $23 million budget deficit for the fiscal year ending in June.

Port Authority officials say the deficit results from the county's intention to withhold $3 million of a $27.5 million annual subsidy. Withholding the money means the authority will also not receive a matching $20 million state subsidy.

Allegheny County Chief Executive Dan Onorato has repeatedly vowed to withhold tax revenues generated for transit if the Port Authority and its union fail to agree to cut labor costs.

A contract for 2,200 drivers and mechanics expires on June 30. Officials say contract negotiations have not been productive so far."
