Hooks to other transit groups, perhaps

Another angle would be to go after TRANSIT groups. Folk line up to fight for and against various projects, such as the $14 million for an engineering study for the long-stalled Schuylkill Valley Metro rail line. If the Pittsburgh boondogle gets funded to the tune of more than $300-million -- then -- we can assume that other projects elsewhere on the edge would want to move up the list in priorities. ???
