These transit band-aids should not even be something we count. There are too many of them.

Funding cuts threaten bridge: "The intent of flexing the funds is to get the transit systems through until the Legislature can work out a deal to fund them at a higher level, a deal being debated in Harrisburg. It was the second time last year such a request was made, and the SPC balked before approving the first, a $10 million bailout last summer."
